Only educators working in educational institutions are allowed to participate in the certification process

To participate in the certification aimed at obtaining a qualification category, educators must be employed in an educational institution on a permanent or temporary basis. Temporarily unemployed or studying educators are not eligible for certification.

This requirement is stated in the first clause of the Regulation that defines the procedure for the certification of pedagogical staff in state preschool, general secondary, secondary specialized, vocational, and extracurricular educational institutions. Unemployed educators cannot participate in the certification.

For example, an educator who previously worked in a school in one city, after being laid off, moved to another region and was unable to find a job, cannot participate in the autumn certification on behalf of their former school, as they are currently not registered with any educational institution. It is mandatory to indicate the educator's place of work in the qualification certificates.

For young specialists and master's degree holders, the procedure is as follows: in 2025, young specialists who have graduated from higher education institutions must first secure employment and then apply for certification in the queue. Educators with a master's degree can also first find employment in educational institutions and then apply for the second qualification category without undergoing certification.

Currently working students are not eligible to participate in the certification. Information on the procedure for submitting documents for the autumn certification will be available until October 1.
