Certification Allowance During Vacation: When and How It Is Paid

When Is the Allowance Paid - According to paragraph 9 of the presidential decree PF–134 dated May 11, 2022, pedagogical staff who hold a certificate in the national assessment system are entitled to an allowance of 20% of their tariff rate; - According to paragraph 12 of decree PF–37 regarding the state program for implementing the "Uzbekistan — 2030" strategy, starting from January 1, 2025, teachers of the native language and literature who hold a national certificate will receive an allowance of 50%; - The list of national and international certificates that determine the level of proficiency in foreign languages and general subjects was approved by a joint decision of two ministries in April 2024. According to this joint decision, relevant allowances for certificates are to be paid from the day they are obtained. ## Procedure During Vacation However, teachers on labor leave do not receive an allowance for the certificate: during the vacation period, employees receive an average salary — vacation pay, instead of wages and additional payments (including allowances) as stipulated by law.

The average salary is calculated based on the 12-month period prior to the vacation, and if the employee has worked less than 12 months, it is determined based on the actual period worked. All payments made to the teacher in the months prior to the vacation, including allowances, are also included in the calculation of the average salary. ## Reasons for Non-Payment of Allowance During Vacation The allowance for the certificate is calculated based on the teacher's tariff rate, which is determined by the number of class hours assigned to them.
