Notably, the 'Freedom' order can be awarded to foreigners.

For citizens of Ukraine, the highest award is the title of 'Hero of Ukraine.' According to the Ukrainian publication 'Interfax', among the foreign recipients of the 'Freedom' order are former German Chancellor Angela Merkel, French President Emmanuel Macron, Italian Prime Minister Giorgia Meloni, Polish President Andrzej Duda, and others. It is worth mentioning that Ukrainian military personnel are extensively using SpaceX's Starlink satellite network in combat operations.
